Baltimore County Settlement Expense Loan Program (SELP)

Up to $10,000 (Forgivable Loan)
Deferred forgivable loan. Forgiven if the homeowner occupies the property as their principal residence during the required period of affordability.
Eligibility
- Income limits: At or below 80% of area median income, adjusted for household size
- First-time buyer required: Yes — Must not have owned a dwelling within the last 3 years. Exceptions may be granted for separation, divorce, death of spouse, or prior ownership of documented substandard housing.
- Geographic restrictions: Must purchase an existing home within a designated Community Conservation Area of Baltimore County. New construction is excluded.
- Homebuyer education required: No
How to Apply for Baltimore County Settlement Expense Loan Program (SELP)
Step 1: Contact Baltimore County Housing and Community Development for current program availability. Must qualify for a fixed-rate mortgage with a participating lender. Property must be an existing single-family detached, semi-detached, townhouse, or condominium within a Community Conservation Area.
Notes
Only available in mapped Community Conservation Areas of Baltimore County. Not all neighborhoods qualify. Buyers should verify their target area with Baltimore County Housing before applying. New construction is not eligible. Contact Baltimore County Housing at 410-887-4357 for details.
