Up to $5,000 (Zero-Interest Loan)
No-interest deferred loan. A deed of trust and promissory note are filed on the property for the amount of assistance for a term of 5 years. After 5 years, the lien is released and no repayment is required, provided the buyer continues to occupy the home as their primary residence.
Eligibility
- Income limits: Low-to-moderate income limits apply (80% or less of Area Median Income as defined by HUD for the Jefferson City, MO MSA). Income limits are updated annually by HUD. Contact the City for current limits.
- First-time buyer required: Yes — First-time homebuyer per HUD definition (has not owned a principal residence during the three-year period immediately preceding the purchase).
- Geographic restrictions: Property must be a single-family residence located within the corporate boundaries of the City of Jefferson. Properties located on land known for toxic or hazardous wastes or within a floodplain are not eligible.

How to Apply for Jefferson City CDBG Down Payment Assistance Program
Step 1: Contact the City of Jefferson Department of Planning & Protective Services at 320 E. McCarty Street, Jefferson City, MO 65101, or email astratman@jeffersoncitymo.gov to confirm the program is currently accepting applications and to request application materials.
Step 2: Complete a HUD-approved homebuyer education course. Central Missouri Community Action (CMCA) at 1109 Southwest Blvd., Jefferson City, MO 65109 (phone 573-635-4480) is a local resource.
Step 3: Get pre-approved for a first mortgage from a participating lender.
Step 4: Identify an eligible property within Jefferson City limits that is not in a floodplain and meets program standards.
Step 5: Submit a completed application to City Hall or by email. Assistance is awarded on a first come, first served basis.
Step 6: Once approved, coordinate closing with your lender and title/closing attorney so that the deed of trust and promissory note are recorded at closing. The lien releases automatically after 5 years of owner-occupancy.
