Units sold at affordable prices set by DHCA. 30-year control period applies — owner can only sell at the MPDU controlled resale price during this period.

Eligibility

  • Income limits: Household income up to 70% of Area Median Income (AMI) for for-sale units.
  • First-time buyer required: Yes — Must be a first-time homebuyer per Chapter 25A.
  • Geographic restrictions: Must purchase a designated MPDU in Montgomery County and occupy it as primary residence during the 30-year control period.
  • Homebuyer education required: No

How to Apply for Montgomery County MPDU Homeownership Program

Step 1: Complete an application during one of four quarterly open enrollment periods. Must provide a mortgage pre-qualification letter for at least $150,000. Preference given to people who live or work in Montgomery County. Selected by lottery when units become available.

Notes

One of the first inclusionary zoning programs in the country (est. 1974). Developers of 20+ units must set aside 12.5-15% as MPDUs. After the 30-year control period, 50% of excess profit on market-rate sale goes to the county.
