Eligibility

  • Income limits: Must meet Housing Choice Voucher (Section 8) income eligibility. Employment income requirement applies (except elderly and disabled families).
  • First-time buyer required: Yes — Must be a first-time homeowner.
  • Geographic restrictions: Must have an SPHA-issued Housing Choice Voucher for at least one year.
  • Homebuyer education required: Yes

How to Apply for SPHA Homeownership Program (HOP)

Step 1: Must hold an SPHA Housing Choice Voucher for at least one year. Complete the pre-assistance homeownership and housing counseling program required by SPHA. Seek financing from the lender of your choice. SPHA partners with local banks, realtors, lenders, and mortgage brokers. Partnership with Habitat for Humanity allows enrollment in both programs simultaneously.

This program converts a rental voucher into a homeownership voucher, subsidizing a mortgage payment instead of rent. Only available to current SPHA voucher holders.
