Eligibility

  • Income limits:
    Up to 100% Area Median Income, with additional funding available for buyers at or below 80% AMI.
  • First-time buyer required: No
  • Geographic restrictions:
    Available to direct descendants (grandchild or great-grandchild) of a property owner displaced from the West Side Flats area to build the Riverview Industrial Park in the 1960s. Descendancy is verified by West Side Community Organization (WSCO). Property purchased must be within Saint Paul.
  • Homebuyer education required: Yes

Step 1: Apply directly through the City of Saint Paul Inheritance Fund. Descendancy verified by WSCO. HUD-approved homebuyer counseling certificate and lender preapproval required prior to closing.
