How much assistance
Up to $150,000 (20% down plus closing costs) (Forgivable Loan)
Fully forgiven for borrowers at or below 80% AMI at purchase who still own the home five years after closing. All other borrowers: zero percent deferred for 30 years or until sale, transfer, refinance, or non-occupancy.
Eligibility
- Income limits: Up to 120% AMI (location-based)
- First-time buyer required: Yes — All borrowers on the note and deed of trust must be first-time homebuyers.
- Geographic restrictions: Statewide Washington. At least one borrower must occupy the home AND be (or have a parent or grandparent who was) a Washington resident before April 11, 1968, AND identify as Black, Hispanic, Native American (tribal), Alaska Native (tribal), Native Hawaiian, Pacific Islander, Korean, or Asian Indian.

How to Apply for Covenant Homeownership Program
Step 1: Complete the five-hour WSHFC homebuyer education class.
Step 2: Gather residency and heritage documentation.
Step 3: Apply through a CHOP-approved lender.
Step 4: Receive written Commission authorization BEFORE going under contract (required for all purchase contracts signed April 20, 2026 or later).

Covenant Homeownership Program remains active as of 2026. Starting April 20, 2026, documentation and Commission approval must be completed before house-hunting. Designed to address the effects of racially restrictive covenants in Washington.
