AHFC Energy Efficiency Interest Rate Reduction

About the AHFC Energy Efficiency Interest Rate Reduction
The AHFC Energy Efficiency Interest Rate Reduction lowers the rate on an Alaska Housing Finance Corporation loan by 0.125% to 0.750% when the home carries a high energy rating or the buyer raises its rating after closing. For loans committed on or after October 1, 2024, the cut covers the first $250,000, with a blended rate above that. Any property that can be energy-rated and is otherwise eligible for AHFC financing can qualify, and AHFC lists no income limit or first-time buyer rule for it.
The discount depends on the home's rating and on natural gas access, because homes without natural gas earn larger cuts. New construction must exceed the Building Energy Efficiency Standard (BEES 2012 for homes built on or after July 1, 2013): a 5 Star Plus rating earns 0.250% with gas or 0.375% without, and 6 Star earns 0.375% or 0.500%. Existing homes completed more than a year ago, or already occupied, earn 0.125% or 0.250% at 5 Star Plus and 0.250% or 0.375% at 6 Star. Buyers who improve an existing home earn 0.125% to 0.625% with gas, or 0.250% to 0.750% without, for gaining one to four steps. The rating must rise at least one step and 5 points, and renewable bonus points do not count. The usual AHFC loan rules still apply, including a 620 minimum credit score.
The improvement path runs on a clock. The lender must tell AHFC at application that the borrower plans to take part, and the initial rating, the work and the final rating must all be done within 365 days of closing. Documentation goes to the loan servicer within 30 days of the final rating. Compared with the Interest Rate Reduction for Low-Income Borrowers (0.5% or 1% on the first $180,000, with income limits), the energy cut is smaller but has a higher $250,000 cap and no income test.

How to Apply for AHFC Energy Efficiency Interest Rate Reduction
Step 1: Check the home's energy rating
Ask the seller or builder for the home's current AHFC energy rating before you make an offer. A 5 Star Plus or 6 Star rating qualifies on its own, and a lower rating can still qualify through the improvement path. If the home has never been rated, find a rater on AHFC's list at akrebate.ahfc.us/Resources/Rater/List. Also note whether the property has natural gas access, since that decides which column of the rate table applies.
Step 2: Match the home to the right rate table
AHFC uses three tables. New construction must exceed BEES and earns 0.250% to 0.500%. Existing homes completed more than one year ago or previously occupied earn 0.125% to 0.375%. Existing homes improved after purchase earn 0.125% to 0.750% for one to four steps gained. Only the energy rating and its points count, and renewable bonus points never raise the reduction or count toward the steps.
Step 3: Choose an AHFC-approved lender
Apply through a lender on AHFC's list at ahfc.us/buy/prequalify/approved-lenders. Ask it to quote your AHFC loan with the energy reduction on the first $250,000 and to show the blended rate on any amount above that, rounded up to the next 0.125%. If you plan improvements, the lender must notify AHFC at application that you intend to participate, so raise it on day one. AHFC's minimum credit score is 620.
Step 4: Ask about a second loan option
AHFC says more than one loan option may apply to a borrower, and the lender confirms which ones. Households under the low-income chart may also qualify for the 0.5% or 1% IRRLIB cut, qualified veterans for the State Veterans preference, and lower-income buyers for AHELP down payment help from providers such as Cook Inlet Lending Center (907-793-3058). Settle the mix before you lock so the Loan Estimate shows every reduction.
Step 5: Finish improvements within 365 days of closing
For improvement loans, most of the work comes after closing. Within 365 days of closing you must get an initial energy rating, complete the upgrades and get a final rating. The home must gain at least one step and a minimum of 5 points on the rating. Book the initial rating soon after you move in so contractors have most of the year to finish insulation, windows, heating or other upgrades.
Step 6: Send the final rating to your servicer
Within 30 days of the final rating, send the documentation to the company that services your AHFC loan. Keep copies of both rating reports in case the servicer asks for the before-and-after points. Questions about the reduction go to AHFC at 907-338-6100 in Anchorage or 800-478-2432 toll-free in Alaska, Monday to Friday, 8 a.m. to 5 p.m.
Real Cost Example
Take a previously occupied 6 Star home in Anchorage at $395,900, the city's median in our data, with natural gas access. With $19,795 down (5%), the buyer borrows $376,105 from an AHFC lender. The existing-home 6 Star cut with gas is 0.250% on the first $250,000, about $625 less interest in the first year. Spread over the whole loan, that is a blended cut of roughly 0.17%, and rounding up to the next 0.125% can leave an effective cut of 0.125%.
Add the estimated $8,000 to $12,000 in Anchorage closing costs and this energy-rated purchase takes $27,795 to $31,795 in cash. A buyer who instead picks a lower-rated home with gas and raises it four steps within 365 days earns 0.625% on $250,000, about $1,563 in first-year interest. Budget for the two ratings and the upgrades before choosing that path.
If the household also qualifies for IRRLIB, for example a first-time family of four earning $100,000 under the $106,800 Anchorage MSA limit, it adds 0.5% on the first $180,000, about $900 more in first-year interest. With the 6 Star cut, the combined first-year saving is about $1,525, once the lender confirms both options apply to the same loan.
Combining With Other Programs
AHFC says more than one loan option may apply to the same loan, so check the energy cut alongside the Interest Rate Reduction for Low-Income Borrowers (0.5% or 1% on the first $180,000) and the State Veterans Interest Rate Preference (1% on the first $50,000). For cash at closing, the Affordable Housing Enhanced option (AHELP) pairs the loan with help such as ACDC's Home Opportunity Program, up to $30,000 at 0% outside the Municipality of Anchorage.
The energy cut follows the rating, not the buyer, so it fails when a home cannot be energy-rated or is not otherwise eligible for AHFC financing. Renewable bonus points do not count toward the reduction or the minimum steps. Loans committed earlier than October 2024 got the cut on only the first $200,000. Call AHFC at 907-338-6100 or 800-478-2432 to check a specific home before you count on the reduction.
Other ways to lower cash to close include a family gift toward the down payment, which AHFC accepts on single-family homes, and AHELP help from Interior Regional Housing Authority (907-452-8315) in the Fairbanks area or Tlingit-Haida Regional Housing Authority (907-780-6868) in Southeast. Rental duplexes to fourplexes in small communities can also carry the energy cut on the Rural Non-Owner-Occupied Loan.
Pros and Cons
The energy reduction lists no income limit and no first-time buyer rule, so it is one of the few AHFC rate cuts open to move-up buyers and higher earners. Its $250,000 cap is the largest of AHFC's rate options, ahead of $180,000 for IRRLIB and $50,000 for the State Veterans preference. Homes without natural gas access earn an extra 0.125% at every level, up to 0.750% for a four-step improvement, worth about $1,875 in first-year interest on $250,000. It even applies to rural rental duplexes to fourplexes.
The biggest limitation is the rating itself: an unrated or average home earns nothing until it is rated and improved, and the improvement path puts the cost of two ratings and the upgrades on the buyer, with a 365-day window after closing. Existing 5 Star Plus homes with gas earn only 0.125%, about $313 a year on $250,000, and blended rounding can shrink small cuts further on large loans. Buyers who want a larger fixed cut and meet the income chart should look at IRRLIB, and veterans at the State Veterans preference.
