About the AHFC First Home Limited (Tax-Exempt First-Time Homebuyer Loan)
AHFC First Home Limited is a below-market fixed-rate first mortgage from the Alaska Housing Finance Corporation for first-time buyers who fit federal income and purchase price limits. Tax-exempt Qualified Mortgage Revenue Bonds fund it, which is why its rate sits under AHFC's other loans. On October 30, 2026, AHFC posted 6.500% for the 30-year term and 6.250% for the 15-year term, against 6.875% and 6.375% for First Home, the version with no limits.
To qualify for First Home Limited, you must not have owned a primary residence in the last three years. The rule is waived in targeted census tracts and for qualified veterans who have never used First Home Limited or the Veterans Mortgage Program. Income limits effective June 1, 2026 in non-targeted areas are $135,100 for 1 to 2 people and $155,365 for 3 or more in Anchorage, $137,500 and $158,125 in Juneau, and $120,300 and $138,345 in Fairbanks and most other areas. Targeted tracts allow $144,360 and $168,420, or $162,120 and $189,140 in five Anchorage tracts. Income counts only the people who sign the deed of trust, annualized from gross monthly pay. AHFC requires a 620 credit score, and the home must be in Alaska.
The acquisition cost limit for a single-family home is $566,354 in most areas, including Anchorage and the Fairbanks North Star Borough, $624,491 in Juneau and $692,211 in targeted tracts. The standard down payment is 5%, and the 97% LTV option cuts it to 3% for 0.250% more in rate. If you sell at a gain within nine years and your income has risen above federal limits, you may owe recapture tax. First Home drops the caps and recapture but costs more.

How to Apply for AHFC First Home Limited (Tax-Exempt First-Time Homebuyer Loan)
Step 1: Check the limits for your area
Find your borough or census area on AHFC's First Home Limited income and acquisition cost tables at ahfc.us, all effective June 1, 2026. Income is gross monthly pay times 12 for everyone who will sign the deed of trust. Then enter the property address in the Census geocoder at geocoding.geo.census.gov to see whether it sits in a targeted tract, where the first-time rule is waived and both caps are higher.
Step 2: Take the free HomeChoice class
AHFC's HomeChoice: Steps to Homeownership course is free, online and about 2 hours long. Register by emailing your first and last name to register@ahfc.us on a weekday between 8 a.m. and 5 p.m. The completion certificate is worth up to $250 in credit on an AHFC single-family loan. An approved class is also required if you add the Interest Rate Reduction for Low-Income Borrowers, though one of two borrowers is enough.
Step 3: Choose an AHFC-approved lender
AHFC does not lend to buyers directly. Pick a lender from the list at ahfc.us/buy/prequalify/approved-lenders, which shows each lender's NMLS number, branches and phone, such as First National Bank Alaska, Guild Mortgage or Cornerstone Home Lending. Lenders not on the list can still offer AHFC loans through an approved partner. Ask each for a First Home Limited quote, since AHFC posts lender rates every business day.
Step 4: Prequalify and pick your down payment
Bring your most recent federal tax return, recent pay stubs and bank statements; AHFC may ask for more than one year of returns. The lender checks the 620 credit score minimum and compares your income with your area's limit. Then choose between 5% down and the 97% LTV option, which keeps about 2% of the price in your pocket at closing in exchange for 0.250% added to the rate.
Step 5: Make an offer under the acquisition cap
Acquisition cost is the full price paid to the seller, and side agreements for extra work or furniture are not allowed. Keep the contract at or below $566,354 for a single-family home in most areas, or $725,146 for an existing duplex. You and the seller each sign an affidavit from AHFC's First Home Limited booklet, and you must move in within 60 days of closing.
Step 6: Get AHFC's commitment and close
Your lender submits the file to AHFC for a commitment after you sign the Applicant's Affidavit and Certification, Form PRG-43. After underwriting the loan closes, and documents record the next business day. At closing you sign the recapture notice, Form PRG-46, and get a copy of IRS Form 8828 to file the year you sell. Call AHFC at 907-338-6100 or 800-478-2432 with questions.
Real Cost Example
A $395,900 home, the Anchorage median in our data, sits well under the $566,354 First Home Limited cap for the Municipality. With the 97% LTV option the down payment is $11,877 and the loan is $384,023. At AHFC's October 30, 2026 posted 30-year rate of 6.500% plus the 0.250% add-on, principal and interest come to about $2,491 a month. Putting 5% down instead takes $19,795 upfront and about $2,377 a month.
Estimated closing costs in Anchorage run $8,000 to $12,000, so a buyer on the 97% option needs about $19,877 to $23,877 in cash before credits. The HomeChoice certificate takes up to $250 off that. Through AHFC's Affordable Housing Enhanced option, Cook Inlet Lending Center or North Pacific Rim Housing Authority can add a grant or deferred loan in Anchorage, in amounts each provider sets.
A household of four earning $106,800 or less in the Anchorage MSA also qualifies for the 0.5% Interest Rate Reduction for Low-Income Borrowers on the first $180,000. On the $384,023 loan the blended rate of about 6.516% rounds up to 6.625%, which lowers the payment to about $2,459. That saves about $32 a month, or roughly $11,500 over 30 years.
Combining With Other Programs
First Home Limited works with four AHFC loan options. The State Veterans Interest Rate Preference takes 1% off the rate on the first $50,000 for qualified veterans under State Veteran income limits. The Interest Rate Reduction for Low-Income Borrowers takes 0.5% or 1% off the first $180,000. The Energy Efficiency Rate Reduction takes 0.125% to 0.750% off the first $250,000 of a rated home, and Affordable Housing Enhanced adds a provider's down payment help.
Outside the Municipality of Anchorage, the Home Opportunity Program from Alaska Community Development Corporation adds up to $30,000 at zero interest for buyers under 80% of area median income, and the first $10,000 is forgivable over five years. ACDC describes its funds as very limited and first come, first served; call 907-746-5680 ext. 2. Ask AHFC about layering options at 907-338-6100.
Gift funds can cover the 5% contribution on a single-family home, according to AHFC's lender FAQ, and a seller credit can cover closing costs within your lender's limits. The free HomeChoice class earns up to $250. A 15-year term at the posted 6.250% raises the monthly payment but cuts total interest by more than half compared with 30 years.
Pros and Cons
First Home Limited ties the Veterans Mortgage Program for AHFC's lowest posted single-family rate, 6.500% on a 30-year loan on October 30, 2026, versus 6.875% for First Home and 7.125% for My Home. Its income limits run from $120,300 to $189,140 depending on area and household size, high enough for most Alaska first-time buyers. The 97% LTV option brings the down payment to 3%. The first-time rule is waived in targeted tracts and for qualified veterans, and four rate options can stack on top.
The biggest limitation is federal recapture tax: sell at a gain within nine years after your income has risen above the federal limits, and part of the rate benefit goes back to the IRS on Form 8828. The $566,354 acquisition cap rules out many larger homes in Anchorage, and duplexes must be at least 5 years old. Rates change every business day. Buyers over the limits can use AHFC First Home, and qualified veterans can compare the Veterans Mortgage Program.
