About the AHFC Interest Rate Reduction for Low-Income Borrowers (IRRLIB)

The AHFC Interest Rate Reduction for Low-Income Borrowers (IRRLIB) lowers the interest rate on an Alaska Housing Finance Corporation home loan by 0.5% or 1%, depending on household income. The cut covers the first $180,000 of the loan, and any balance above that gets a blended rate rounded up to the next 0.125%. IRRLIB is an add-on, not a loan: it applies to any owner-occupied single-family AHFC loan, and AHFC lists it as an option on First Home Limited, First Home and the Rural Owner-Occupied Loan.

Income limits effective June 1, 2026 set the size of the cut. For the 0.5% reduction (the 80% income level), a household of four can earn up to $106,800 in the Anchorage MSA and Juneau, and $95,750 in the Fairbanks MSA, the Mat-Su Borough and the All Other Areas row. For the full 1% reduction (the 60% level), the four-person limit is $85,100 in every area except Denali Borough ($87,700). Borrowers must not have owned a primary residence in the last three years, though AHFC says exceptions may apply, and must not own other residential property within 50 miles of the new home. One borrower must finish an approved homebuyer education class, and AHFC's minimum credit score is 620. The rule buyers miss is the inspection: any home 10 years old or older needs a report from an authorized home inspector.

IRRLIB has nothing to repay; the saving comes through a lower rate for the life of the loan. AHFC changes its rates daily, so an approved lender quotes the reduced rate when you lock. On a $180,000 balance, a 1% cut is about $1,800 less interest in the first year, and 0.5% is about $900. By comparison, the State Veterans Interest Rate Preference cuts 1% on only the first $50,000, and the Energy Efficiency Rate Reduction cuts 0.125% to 0.750% on the first $250,000.

How to Apply for AHFC Interest Rate Reduction for Low-Income Borrowers (IRRLIB)

Step 1: Check your income against the 2026 chart

Compare your family's gross income with AHFC's IRRLIB income chart on ahfc.us, effective June 1, 2026. The chart names 13 boroughs, census areas and metro areas plus an All Other Areas row, with columns for 1, 2, 3 and 4 or more people. AHFC's income worksheet (incomewkst.pdf, linked from the IRRLIB page) shows how income is counted. Falling under the 60% column earns the 1% cut; falling under only the 80% column earns 0.5%.

Step 2: Confirm the three-year ownership rule

IRRLIB borrowers must not have owned a primary residence in the last three years. AHFC notes that exceptions may apply, so ask a lender before ruling yourself out. You also cannot own other residential property within 50 miles of the home you are buying. A buyer who sold a house in 2022 and has rented since meets the first rule, but a rental cabin 30 miles away would still break the second.

Step 3: Take an approved homebuyer education class

At least one borrower must complete an approved homebuyer education class; when two people borrow, one certificate is enough. AHFC accepts its own HomeChoice class, listed at ahfc.us/buy/homechoice, and education from NeighborWorks Alaska. Finish the class early in your search so the certificate is ready when the lender builds the loan file, since a missing certificate can hold up the reduced-rate approval.

Step 4: Choose an AHFC-approved lender

Applications go through a bank, credit union or mortgage company on AHFC's list at ahfc.us/buy/prequalify/approved-lenders. Ask the lender to price your loan as First Home Limited, First Home or another owner-occupied AHFC loan with IRRLIB added. Also ask whether a second loan option, such as the energy rate reduction or AHELP down payment help, applies too. The lender checks your credit against AHFC's 620 minimum.

Step 5: Pick an eligible home and book the inspection

Eligible homes are owner-occupied single-family houses, condominiums, units in a Common Interest Community and Type I manufactured homes. If the home is 10 years old or older, an authorized home inspector must inspect it, so add that inspection to the offer's contingency period. Duplexes and larger multi-unit buildings are not on the IRRLIB property list, so check the home type before you make an offer.

Step 6: Lock the reduced rate and close

The lender locks the rate with the IRRLIB reduction applied to the first $180,000. On a larger loan, the lender blends the reduced and regular rates and rounds the result up to the next 0.125%. Check that the reduction appears on your Loan Estimate and Closing Disclosure. Questions about the option go to AHFC at 907-338-6100 in Anchorage or 800-478-2432 toll-free in Alaska, weekdays 8 a.m. to 5 p.m.

Real Cost Example

A Fairbanks household of four earning $84,000 falls under the $85,100 Fairbanks MSA limit for the full 1% IRRLIB reduction. On a $268,400 home, the Fairbanks median in our data, a 5% down payment is $13,420 and the AHFC loan is $254,980. The first $180,000 carries the 1% cut and the other $74,980 carries the regular rate, a blended cut of about 0.71% before AHFC rounds the rate up to the next 0.125%.

Estimated closing costs in Fairbanks run $5,500 to $8,000, so the buyer needs $18,920 to $21,420 in cash before any help. The 1% cut is worth about $1,800 less interest in the first year, roughly $150 a month, and the saving shrinks slowly as the balance falls. A household earning $90,000 would qualify only for the 0.5% cut, worth about $900 in the first year.

The same family can apply to ACDC's Home Opportunity Program (HOP), which serves Alaska outside the Municipality of Anchorage and lends up to $30,000 at 0% interest. If HOP covers the $13,420 down payment plus its $3,000 closing cost maximum, the buyer brings $2,500 to $5,000. The first $10,000 of HOP is forgivable over five years; the remaining $6,420 is due on sale or refinance.

Combining With Other Programs

AHFC says more than one loan option may apply to the same single-family loan, and an approved lender confirms the mix. IRRLIB may be layered with the Energy Efficiency Rate Reduction (0.125% to 0.750% on the first $250,000) on an energy-rated home. It may also pair with the State Veterans Interest Rate Preference (1% on the first $50,000) for qualified veterans, and with the Affordable Housing Enhanced Loan option (AHELP), which adds down payment help such as ACDC's HOP loan of up to $30,000.

IRRLIB works only on owner-occupied single-family AHFC loans. It is not listed as an option on the Rural Non-Owner-Occupied Loan for rental duplexes to fourplexes, and it is an AHFC loan option, so a mortgage AHFC does not finance cannot carry it. Buyers who owned a primary residence in the last three years, or who own other residential property within 50 miles, fall outside it unless an exception applies. Call AHFC at 907-338-6100 or 800-478-2432 to check.

Other ways to cut cash to close include a family gift toward the down payment, which AHFC accepts on single-family homes, and AHELP assistance from Cook Inlet Lending Center (907-793-3058) in the Anchorage area or Interior Regional Housing Authority (907-452-8315) in the Fairbanks area. Each provider sets its own amounts and income rules, and its funds depend on availability.

Pros and Cons

IRRLIB is one of the few Alaska benefits that lowers the rate itself instead of adding a second loan to repay. The 1% cut on the first $180,000 is worth about $1,800 in first-year interest, more than three times the $500 from the State Veterans preference's 1% on $50,000. It applies to any owner-occupied single-family AHFC loan, covers condos, CIC units and Type I manufactured homes, and can sit beside AHELP down payment help. Its chart names 13 areas, so Anchorage and Juneau buyers get higher thresholds than the All Other Areas row.

The biggest limitation is the income ceiling: a family of four must earn $85,100 or less in most of Alaska for the full 1% cut, and $95,750 to $106,800 for the 0.5% cut. The three-year ownership rule shuts out most move-up buyers, and the 50-mile property rule catches owners who keep a former home nearby. Loans above $180,000 get a blended, rounded-up rate, which thins the benefit at Juneau and Anchorage prices. Buyers over the limits can look at AHFC First Home, which has no income limit, or the Energy Efficiency Rate Reduction.

Frequently Asked Questions

How much does the AHFC low-income rate reduction lower my rate?+
0.5% or 1%, depending on household income. The cut applies to the first $180,000 of an AHFC loan. Households at or below the 60% income level get 1%, and those at or below the 80% level get 0.5%. On a loan above $180,000, the lender blends the reduced and regular rates and rounds the result up to the next 0.125%. AHFC changes its rates daily, so an approved lender quotes the actual reduced rate on the day you lock.
What are the IRRLIB income limits for 2026?+
$85,100 is the four-person limit for the 1% reduction in most of Alaska, under limits effective June 1, 2026; Denali Borough is higher at $87,700. For the 0.5% reduction, a family of four can earn up to $106,800 in the Anchorage MSA, Juneau, Denali Borough and Aleutians West, and $95,750 in the Fairbanks MSA, Mat-Su Borough and All Other Areas. One-person limits start at $52,950 for the 1% cut and $67,050 for the 0.5% cut.
Do I have to be a first-time homebuyer for IRRLIB?+
Yes, in most cases. Borrowers must not have owned a primary residence in the last three years, and AHFC says exceptions may apply, so ask an approved lender whether one fits your situation. You also cannot own any other residential property within 50 miles of the home you are buying. Someone who sold a home four years ago and has rented since meets the three-year rule. Both rules sit on top of the income limit, so all three must be met.
Can I use IRRLIB on a manufactured home or condo?+
Yes. IRRLIB covers owner-occupied single-family homes, condominiums, units in a Common Interest Community and Type I manufactured homes. Any of those that is 10 years old or older must be inspected by an authorized home inspector. The home must be your own residence, so rentals do not qualify. The Rural Owner-Occupied Loan also lists IRRLIB as an option, which lets buyers in approved small communities add the cut to the rural rate.
Is homebuyer education required for the AHFC rate reduction?+
Yes. At least one borrower must complete an approved homebuyer education class; when two people are on the loan, one certificate is enough. AHFC accepts its HomeChoice class, listed at ahfc.us/buy/homechoice, and education from NeighborWorks Alaska. Give the certificate to your lender for the loan file. AHFC's minimum credit score of 620 applies as well, and the lender checks both along with your income against the chart for your area.
