Eligibility

  • Income limits: At or below 80% of Linn County Area Median Income, adjusted for household size.
  • Purchase price limit: $175,000
  • First-time buyer required: Yes — Has not owned a home (or has not had ownership interest in a primary residence) in the last three years.
  • Credit score minimum: 640
  • Geographic restrictions: Home must be located in a designated ROOTs reinvestment neighborhood within Cedar Rapids. Purchase price cap of $175,000.
  • Homebuyer education required: Yes

How to Apply for Cedar Rapids ROOTs Program

Step 1: Confirm the home is in a designated ROOTs neighborhood by contacting City Community Development at 319-286-5872. Complete HUD-approved homebuyer education through Horizons, A Family Service Alliance. Get pre-approved with a participating lender. Submit the ROOTs application with proof of income, education certificate, and signed purchase contract. The City will conduct a property inspection and environmental review. Receive commitment letter and proceed to closing with City DPA funds wired at closing.

ROOTs stands for "Reinvesting in Our Own Targeted neighborhoods." Designed to stabilize and revitalize specific Cedar Rapids neighborhoods. Can be combined with IFA state programs but generally not with the standard City FTHB Program.
