Up to $27,000 ($25,000 for down payment and $2,000 for closing costs) (Forgivable Loan)
Forgiven over 10 years at 0% interest with monthly forgiveness. If the property is sold or occupant moves before the 10-year term, the remaining balance becomes due and payable. Households at or below 50% AMI receive a forgivable loan; households at 51%-80% AMI receive a repayable loan.
Eligibility
- Income limits: At or below 80% of Area Median Income. Very low income (50% or below AMI) qualifies for forgivable loan; low to moderate income (51%-80% AMI) qualifies for repayable loan.
- First-time buyer required: Yes — Must be a first-time homebuyer.
- Geographic restrictions: Must purchase within the City of Charleston or Kanawha County, WV.
- Homebuyer education required: Yes
How to Apply for Charleston Home Blend Program
Step 1: Contact the City of Charleston Mayor's Office of Economic and Community Development (MOECD) at (304) 348-8035 or email moecd@cityofcharleston.org. Complete HUD-required homebuyer education classes to receive a letter of eligibility. Obtain a mortgage from a participating lender.
Notes
Funded through HUD HOME Investment Partnerships Program. Only for purchase of existing single-family homes or townhouses. Property must pass housing inspection and environmental review. Selling price must be equal to or less than appraised value.
