How to Apply for City of Warren Homeownership Loan Program

Step 1: Contact Michael D. Keys at 330-841-2565 for current status. The program requires 8 hours of homebuyer counseling for all adult household members. Only fully amortizing, fixed-rate 30-year mortgages are accepted.

Program temporarily on hold as of 2025. City is developing a new $5 million ARPA-funded program with National Faith Home Buyers. Previously offered up to $10,000. Check with the city for the launch date of the replacement program.
