About the CBJ Manufactured Home Down Payment Assistance Program

The CBJ Manufactured Home Down Payment Assistance Program lends up to 50% of the down payment on a manufactured home, capped at $20,000, at 1% interest. The City and Borough of Juneau funds it, and True North Federal Credit Union handles the loans. The buyer matches the other half, the loan is repaid within five years, and each qualified applicant can use the program only once.

Household income must be at or below 120% of area median income for the City and Borough of Juneau, adjusted annually. CBJ's linked 2024 table, effective April 2, 2024, puts 120% at $101,520 for one person, $115,920 for two, $130,440 for three and $144,960 for four. CBJ states no credit score minimum, first-time buyer rule or education requirement of its own. The rule people miss is location: CBJ's December 2024 announcement says the home must sit in a manufactured home park within the borough, and the buyer must live in it. Condos and site-built houses do not qualify.

At 1% over five years, a $7,500 loan costs about $128.20 a month and $192 in total interest, and the $20,000 maximum costs about $341.87 a month and $512 in interest. The short term keeps interest low but makes the payment high for the loan size. By comparison, ACDC's Home Opportunity Program lends up to $30,000 at 0% outside the Municipality of Anchorage with $10,000 forgivable, but only below 80% of HUD median income.

How to Apply for CBJ Manufactured Home Down Payment Assistance Program

Step 1: Confirm the home is in a park

Before anything else, make sure the manufactured home sits in a manufactured home park inside the City and Borough of Juneau and that you will live in it. CBJ's December 2024 announcement sets both rules. A manufactured home on its own lot, a condo or a site-built house falls outside the program, so check the listing's park name and address first.

Step 2: Check your income against 120% AMI

Add up income for your whole household and compare it with 120% of Juneau's area median income. CBJ's linked table, effective April 2, 2024, lists $130,440 for three people and $144,960 for four. CBJ adjusts the limit each year, so ask True North whether a newer table applies to your application before you rely on the 2024 figures.

Step 3: Call True North Federal Credit Union

True North Federal Credit Union handles applications and loan details for CBJ; call 907-523-4710. Ask what down payment True North or your first lender requires on the home, since the city loan covers at most half of it. Applications are taken on a rolling basis until the city's allocated funds run out, so ask whether money remains today.

Step 4: Line up your matching half

You must supply the other 50% of the down payment yourself. On a 10% down payment of $18,000, that means $9,000 from savings or another allowed source, plus closing costs. Ask True North which sources it accepts for your half, such as gift funds, and document them with bank statements before the loan is approved.

Step 5: Make an offer and apply

Once a park home fits the program, make your offer and submit the CBJ loan application through True North along with your first mortgage paperwork. The city loan is capped at $20,000, so on a down payment above $40,000 the buyer covers everything beyond that. Remember that each qualified applicant can use the program only once, so time it for the home you plan to keep.

Step 6: Close and plan the five-year payoff

At closing, the city loan funds half the down payment at 1% interest, repaid within five years. On $9,000 that is about $153.84 a month for 60 months, on top of the first loan and any park space rent. Budget for every payment before you sign, and ask True North for the exact repayment schedule in writing.

Real Cost Example

Take a $180,000 manufactured home in a Juneau park, well below the $449,300 median for all homes in our city data. If the lender asks for 10% down, the down payment is $18,000. The city loan can cover half, $9,000, and the buyer supplies the other $9,000. At 1% over five years, the $9,000 city loan costs about $153.84 a month and about $230 in total interest.

Our estimated closing costs of $9,000 to $13,500 for Juneau are figured on a median-priced house, so a $180,000 purchase will likely run lower; ask True North for a written estimate. The city loan pays only the down payment, not closing costs. A seller credit can cover part of them, leaving the buyer with $9,000 plus the remaining closing costs as out-of-pocket cash.

ACDC's Home Opportunity Program lends up to $30,000 at 0% outside the Municipality of Anchorage and allows up to $3,000 for closing costs, but its page does not say whether manufactured homes in parks qualify. If ACDC approved this home, $3,000 of HOP toward closing costs plus the $9,000 city loan would bring total help to $12,000.

Combining With Other Programs

The city loan has one documented partner, True North Federal Credit Union, which handles the loan. For the buyer's matching half, ACDC's Home Opportunity Program offers up to $30,000 at 0% interest outside the Municipality of Anchorage, with the first $10,000 forgivable over five years, for households below 80% of HUD median income. ACDC's page does not address manufactured homes, so confirm eligibility with ACDC at 907-746-5680 before counting on it.

Several larger programs do not fit a typical park home. FHLBank Des Moines' Home$tart and NAHI grants require a manufactured home on a permanent foundation titled as real property, not personal property, and AHFC's AHELP option lists only Type I manufactured homes among its eligible properties. CBJ publishes no rule on combining its loan with other help, so ask True North at 907-523-4710.

Other ways to lower cash to close include a seller credit toward closing costs and a larger matching contribution from savings, which shrinks the five-year city loan and its monthly payment. A $5,000 city loan at 1% costs about $85 a month, against $341.87 for the full $20,000, so borrowing less makes the payoff easier.

Pros and Cons

The city loan's 1% rate is its main advantage. On the $20,000 maximum, five years of interest totals about $512. The 120% income limit, $144,960 for four people in CBJ's 2024 table, reaches more households than ACDC's 80% ceiling for the Home Opportunity Program. CBJ states no credit score minimum, education rule or first-time buyer requirement, and it serves manufactured homes in parks, which FHLBank Des Moines grants exclude unless the home is titled as real property.

The biggest limitation is the five-year payoff: even a $9,000 loan adds about $153.84 a month, and the $20,000 maximum adds $341.87. It covers only half the down payment, never closing costs, and only for homes in a manufactured home park in the borough. The newest dated program notice is from December 2024, CBJ publishes no fund balance, and each applicant can use it once. Buyers of site-built homes should look at ACDC's Home Opportunity Program or an AHFC loan instead.

Frequently Asked Questions

How much can the Juneau manufactured home down payment loan cover?+
Up to 50% of the down payment, with a $20,000 cap. The buyer must provide the other 50%. On a $180,000 home with 10% down, the city loan covers $9,000; to reach the $20,000 maximum, the down payment would have to be $40,000 or more. The loan does not pay closing costs. True North Federal Credit Union, 907-523-4710, handles the loans for the City and Borough of Juneau.
What is the interest rate on the CBJ manufactured home loan?+
1% interest, repaid within five years. That keeps total interest small, about $512 on the $20,000 maximum, but the payment is high for the loan size: roughly $341.87 a month for 60 months. A $9,000 loan costs about $153.84 a month. Ask True North Federal Credit Union for the exact schedule, since the payment adds to your first mortgage and any park space rent.
Can I use the Juneau manufactured home loan on a condo or house?+
No. CBJ's program covers manufactured homes only, and its December 2024 announcement says the home must be located in a manufactured home park within the City and Borough of Juneau, with the buyer living in it. Condo and site-built buyers in Juneau can look at ACDC's Home Opportunity Program, which lends up to $30,000 at 0% outside the Municipality of Anchorage for households below 80% of HUD median income.
What is the income limit for the CBJ manufactured home program?+
120% of area median income for the City and Borough of Juneau, adjusted annually. CBJ's linked table, effective April 2, 2024, lists $101,520 for one person, $115,920 for two, $130,440 for three and $144,960 for four, with a 4-person area median of $120,800. CBJ has not linked a newer table, so ask True North at 907-523-4710 whether 2025 or 2026 figures now apply.
Is the Juneau manufactured home down payment program still open?+
Yes, as far as CBJ's own pages show in November 2026: the program page is live and lists no closing date. CBJ's December 2024 announcement said applications are taken on a rolling basis until allocated funds are used up, and the city publishes no remaining balance. Call True North Federal Credit Union at 907-523-4710 to confirm money is left before you make an offer that depends on the loan.
