Financial incentives provided through the program do not require repayment for participants who meet program requirements.

  • Income limits: Annual income must be at least $14,500 (federal minimum wage x 2,000 hours)
  • First-time buyer required: Yes — Must be a current KHRA housing program participant for at least one year in good standing.
  • Geographic restrictions: City of Kingsport, TN
  • Homebuyer education required: Yes

How to Apply for Kingsport Housing Authority Homeownership Program

Step 1: Contact Hope Caruthers at hopecaruthers@kingsporthousing.org or 423-392-2545. You must be a current Kingsport Housing & Redevelopment Authority housing program participant for at least one year and in good standing. If applicable, you must be enrolled in or have graduated from the Family Self Sufficiency Program. You must have one year of continuous full-time employment averaging 30 hours per week. Complete required homebuyer education and credit counseling through KHRA.

Notes

Program is limited to current KHRA public housing and Housing Choice Voucher participants. Offers credit counseling, homebuyer education, potential DPA and closing cost assistance, FSS escrow funds, and HCV housing assistance payments. Verify current availability with KHRA.
