Up to $15,000 for down payment and closing costs (Forgivable Loan)
Forgivable if the buyer remains in the home for the required period (5 to 7 years depending on loan amount). Zero-interest loan with no monthly payments during the forgiveness period.
Eligibility
- Income limits: At or below 80% of Area Median Income for Wood County (e.g., approximately $56,800 for a family of four)
- Purchase price limit: $250,000
- First-time buyer required: Yes — Must be a first-time homebuyer.
- Geographic restrictions: Must purchase a single-family home within Wood County, WV.
- Homebuyer education required: Yes
How to Apply for Parkersburg/Wood County Down Payment Assistance Program
Step 1: Download the DPAP application from the City of Parkersburg website, complete it, and return it to the Development Department. Contact (304) 424-8519 or email housing@parkersburgwv.gov. A minimum investment of $500 toward the purchase is required. Complete homebuyer education through Community Resources Inc. (CRI).

Funded through the Parkersburg/Wood County HOME Consortium via HUD CDBG and HOME programs. Assistance amount determined on a case-by-case basis up to $15,000 maximum. CRI at (304) 485-5525 provides HUD-certified 8-hour homebuyer education for SHOP loan borrowers.
