- First-time buyer required: Yes — First-time homebuyer (no ownership in the past 3 years) OR first-generation homebuyer (neither applicant nor parents have previously owned a home).
- Geographic restrictions: Property must be located in suburban Ramsey County, MN (cities outside the City of Saint Paul). Eligible cities include Maplewood, Little Canada, Roseville, North Saint Paul, Vadnais Heights, and other suburban Ramsey County communities.
