Eligibility

  • Income limits:
    At or below 80% Area Median Income with an asset limit of ,000 (excluding retirement accounts).
  • First-time buyer required: No
  • Geographic restrictions:
    Property must be a single-family home, duplex, townhome, or condo within Saint Paul city limits. Duplex buyers must complete Saint Paul Landlord 101 Certification.
  • Homebuyer education required: Yes

How to Apply for Saint Paul Citywide Downpayment Assistance Program

Step 1: Apply through the City of Saint Paul Housing department when applications reopen. Buyers must complete a HUD-approved homebuyer education course from a HUD-approved counseling agency or a member of the Minnesota Homeownership Center's Homeownership Advisors Network prior to closing.
