Zero-interest second mortgage, forgivable after 5 years. Balance is due upon sale, transfer of title, or refinance before the 5-year forgiveness period ends.

  • Income limits: At or below 80% of Area Median Income (HUD income limits for the St. Louis MSA). Exact dollar limits by household size are updated annually — confirm current limits with St. Charles County Community Development or your housing counseling agency.
  • First-time buyer required: No
  • Geographic restrictions: Home must be located in the St. Charles Urban County: cities of St. Charles, St. Peters, Cottleville, Weldon Spring, New Melle, St. Paul, Wentzville, Dardenne Prairie, Lake St. Louis, or unincorporated St. Charles County. Properties in designated flood zones are not eligible. Home must meet program inspection requirements.

How to Apply for St. Charles County HOME Down Payment Loan Program

Step 1: Contact St. Charles County Community Development at 636-949-7900 (or the City of St. Charles Community Development Department at 636-949-3214, cdbg@stcharlescitymo.gov) to confirm funding availability.

Step 2: Complete homebuyer education through Beyond Housing or another approved housing counseling agency.

Step 3: Work with a participating lender to structure the $10,000 second mortgage alongside your primary loan.

Step 4: Submit the full application with income documentation, lender pre-approval, and inspection reports.

Not restricted to first-time homebuyers. This is the main DPA program for St. Charles city and the other St. Charles Urban County jurisdictions. O'Fallon operates its own separate HOME-funded DPA instead.
