Eligibility

  • Income limits: Household income must be at or below 80% of HUD Area Median Income.
  • First-time buyer required: Yes — Must not have owned or purchased a home in the past 3 years.
  • Geographic restrictions: Property must be located within the City of Toledo corporation limits. Single-family homes or condominiums only. Must be decent, safe, and sanitary.
  • Homebuyer education required: Yes

How to Apply for Toledo Home at Last Down Payment Assistance Program

Step 1: Homeownership counseling from a HUD-approved agency must be completed as the first step. Homebuyers must make a minimum $500 contribution including payment of a required home inspection. Applications are submitted by participating lenders and processed in 21 days or less.

Notes

The program created 35 new first-time homeowners in 2025. Higher assistance ($20,000) available in NRSAs: Englewood, Junction, Old South End, and East Toledo neighborhoods.
