Up to $10,000 (Forgivable Loan)
Forgiven after 5 years of continuous owner-occupancy. If the home is sold or no longer owner-occupied before 5 years, the loan must be repaid on a prorated basis.
Eligibility
- Income limits: 80% AMI for Ohio County. 1 person: $45,150; 2 person: $51,600; 3 person: $58,050; 4 person: $64,500; 5 person: $69,700; 6 person: $74,850; 7 person: $80,050; 8 person: $85,150.
- First-time buyer required: Yes — Must have never owned a home.
- Geographic restrictions: Wheeling city limits
- Homebuyer education required: Yes
How to Apply for City of Wheeling First-Time Homebuyer Program
Step 1: Contact CHANGE, Inc. at (304) 797-7733 to enroll in the required homebuyer education course.
Step 2: Complete the homebuyer education program through CHANGE, Inc.
Step 3: Contact the City of Wheeling at (304) 234-3701 to request an application for the First-Time Homebuyer Program.
Step 4: Submit your completed application along with required documentation including proof of income, tax returns, and identification.
Step 5: If approved, work with your lender to coordinate the forgivable loan with your primary mortgage at closing.

0% interest deferred loan for down payment and closing cost assistance. $50 application fee (refundable if not approved). Minimum $500 borrower contribution required. Funded through the Northern Panhandle HOME Consortium.
