Start with the program that matches the property
Start with the program that matches the property: a condo or townhome near $500,000 can draw Home Access's full $200,000, while a median-priced Oakland house leans on CalHFA MyHome and ZIP. The city's own MAP and CalHome loans and Alameda County's AC Boost are not taking new buyers.
Nonprofit
40% of price, up to $200,000
Lends 40% of the price, capped at $200,000, at 3% deferred simple interest for East Bay households below 80% of AMI.
State
3.5% with FHA, 3% with other loans
A deferred junior loan equal to 3.5% of the price with CalHFA FHA, about $32,547 at Oakland's median.
Lender network
WISH Down Payment Matching Grant
Up to $32,837 (4:1 match)
Member banks turn each saved dollar into four grant dollars, to a $32,837 ceiling, for first-time buyers below 80% of AMI.

Mortgage options that may pair with assistance
Make a decision
Find your best starting point
Condo or townhome buyer
Apply early for Home Access
Home Access lends up to $200,000 but releases funds through a queue, so finish the 8-hour class and Interest Form before you shop. The first mortgage must stay at 80% of value or less.
Median-priced house
Pair MyHome with ZIP
A CalPLUS FHA first loan lets MyHome cover the 3.5% down payment while ZIP adds 2% or 3% for closing, with neither paid back until sale or refinance.
Lower-income saver
Bank savings into WISH
Households under 80% of AMI who save through a WISH member bank get four grant dollars per dollar saved, and MyHome may sit beside the grant in second position.
Veteran
Price VA before assistance
VA removes the down payment at Oakland prices for veterans with full entitlement; closing costs and the funding fee remain unless exempt.
Property and geography checks

The fastest way to avoid a bad match
Check the address, property type and price cap before comparing assistance amounts.
A larger advertised benefit doesn’t help if the home or lender is outside that program’s rules.
We’ll fill in its city and state on the free eligibility check. A mailing address that says Oakland isn’t always inside city limits, so confirm with the program before you make an offer.

How to apply in Oakland
- 1
Ask Oakland about city funding first
City of Oakland Homeownership Programs
The city's CalHome loan reports $0 available and no new reservations, and its first-time buyer page now lists only workshops. Staff can say whether MAP money returns and send updates.
- 2
Take a homebuyer class
Oakland-listed counseling agencies
The city lists 11 providers, including ECHO Housing, ASIAN, Inc. and Habitat for Humanity East Bay/Silicon Valley. Home Access needs a HUD-certified 8-hour class with a certificate for each borrower, and CalHFA accepts eHome or a HUD-approved agency.
- 3
Join the Home Access queue
Housing Trust Silicon Valley
Complete the online readiness self-assessment, then the Interest Form with your certificate. When funds open, Housing Trust sends its participating-lender list with a 10-business-day pre-approval deadline. Make no offer before the eligibility letter.

- 4
Or pick a CalHFA-approved lender
California Housing Finance Agency
The three state loans attach to a CalHFA first mortgage, so the loan officer must be on CalHFA's approved list. The Alameda County ceiling that took effect June 30, 2026 lets Oakland households earn $322,000 and still qualify.
- 5
Ask the lender about WISH
FHLBank San Francisco member banks
Only member institutions can enroll WISH buyers, through March 12, 2027, from a 13 million dollar pool. Enroll before you open escrow, and open it within one year.
Local details matter
Buying considerations in Oakland
Oakland transfer tax at closing
Oakland charges 1.5% on sales from $300,001 to $2 million, about $13,949 at the median, and buyer and seller are jointly liable. Low- and moderate-income first-time buyers get a 0.5-point discount.
Hills wildfire district
About 26,000 parcels in Oakland's Wildland-Urban Interface Fire Area get yearly vegetation inspections and owe the Measure MM parcel tax. The city expanded its very high fire hazard zone in June 2025.
Older homes, smaller share of houses
Census puts Oakland's median build year at 1953, and only 41.5% of housing units are single-family detached, so many buyers compare condos, townhomes and small multifamily buildings.
If local funding isn't available
Oakland has no open city-funded down payment loan on its website today: CalHome reports $0 available and the MAP page has been removed. Alameda County's AC Boost closed pre-applications on May 15, 2024. These routes remain.
Housing Trust Home Access
A nonprofit second loan of 40% of the price, capped at $200,000, at 3% simple interest deferred 30 years, for households earning 80% of AMI or less.
CalHFA MyHome, ZIP and MyAccess
MyHome is a state junior loan sized at 3.5% with FHA or 3% with other CalHFA loans, while ZIP or MyAccess add a third loan of 2%, 2.5% or 3% for buyers on CalPLUS FHA or CalPLUS Access FHA first mortgages.
WISH and federal loans
WISH member banks match savings 4-to-1 to a $32,837 ceiling, while FHA asks 3.5% down, VA asks nothing from eligible veterans, and HomeReady and Home Possible ask 3% from lower-income borrowers.
