Forgiven after 5 years if the property is located in a Revitalization Area. Otherwise, 0% interest loan repayable upon sale or transfer.

  • Income limits: At or below 80% of Median Family Income for the area, adjusted for household size
  • First-time buyer required: Yes — Must not have owned a home in the past 3 years.
  • Geographic restrictions: Must purchase a single-family, owner-occupied residential property within the City of Chester.
  • Homebuyer education required: Yes

How to Apply for Chester Homebuyers Assistance Program (CCIP)

Step 1: Contact CCIP at (610) 876-8663 to schedule homebuyer counseling. Complete the required pre-purchase counseling program. You must contribute a minimum of $1,000 toward the purchase of the home. Assistance covers up to $5,000 for down payment (50% of down payment) and up to $5,000 for closing costs.

Notes

CCIP is a HUD-approved housing counseling agency that also offers home improvement counseling, mortgage delinquency counseling, and rental counseling. Note: The Delaware County Homeownership First Program does NOT cover properties in Chester City.
