Forgivable loan with 3% interest and 10-year term. Up to $5,000 in down payment and closing cost assistance also available.

  • Income limits: 60% to 80% of Area Median Income for El Paso, as published by HUD annually
  • Purchase price limit: $184,000
  • First-time buyer required: Yes — Must not have owned a home in the past 3 years.
  • Geographic restrictions: Must purchase within El Paso city limits.
  • Homebuyer education required: Yes

How to Apply for City of El Paso First-Time Homebuyer Program

Step 1: Check your household income against current HUD income limits for El Paso (60%-80% AMI).

Step 2: Complete a First-Time Homebuyer Counseling Course through a HUD-approved agency such as Project BRAVO or GECU.

Step 3: Contact the City of El Paso Community and Human Development Department to confirm the application period is open.
