Zero-interest deferred loan forgiven after 10 years of owner-occupancy. A lien is filed as a second-position lien to the primary lending institution.

Eligibility

  • Income limits: Must meet HUD income guidelines based on household size
  • First-time buyer required: Yes — Must not have owned a home in the last three years (HUD definition)
  • Geographic restrictions: Must purchase a home within the City of Midland. Must be a Midland resident for at least 30 days.
  • Homebuyer education required: Yes

How to Apply for City of Midland Homebuyer Assistance Program (HAP)

Step 1: Contact the City of Midland Community Development Office at 432-685-7472. Complete homeownership training through the Midland Community Development Corporation (MCDC), a HUD-approved counseling agency. Minimum buyer investment of $1,000 required. Must qualify for a primary mortgage and be a U.S. citizen.

Funded through CDBG/HOME funds. Assistance provided as zero-interest deferred loan with second-position lien. MCDC at midlandcdc.org provides required homebuyer counseling and education.
