Forgivable after 5 years of occupancy for existing homes or 10 years for new construction. Automatic forgiveness at end of required occupancy period with no repayment.

  • Income limits: 30% to 80% of HUD Area Median Income, adjusted for family size
  • First-time buyer required: Yes Must not own a home or have not owned one within the last 3 years.
  • Geographic restrictions: Must purchase within Port Arthur city limits.
  • Homebuyer education required: Yes
