Up to $40,000 for new construction; up to $14,995 for existing homes (Forgivable Loan)
Forgivable after 5 years of occupancy for existing homes or 10 years for new construction. Automatic forgiveness at end of required occupancy period with no repayment.
Eligibility
- Income limits: 30% to 80% of HUD Area Median Income, adjusted for family size
- First-time buyer required: Yes — Must not own a home or have not owned one within the last 3 years.
- Geographic restrictions: Must purchase within Port Arthur city limits.
- Homebuyer education required: Yes

Step 1: Contact Legacy CDC at (409) 832-2723 or the City of Port Arthur Housing Division at (409) 983-8259. Mandatory monthly counseling with certified Housing Counselor plus virtual Homebuyer Education course required.
Notes
Funded through CDBG and HOME Investment Partnership Program. No credit score requirement. Minimum participant contribution: $1,000 for new construction, $500 for existing homes. After-closing reserves may not exceed $2,500 plus 3 months gross income. Must be U.S. citizen, permanent resident, or hold current work authorization visa.
