  • Income limits: At or below 80% AMI. 1-person: $41,550; 2-person: $47,450; 3-person: $53,000; 4-person: $59,300; 5-person: $64,050; 6-person: $68,800; 7-person: $73,550; 8-person: $78,300.
  • First-time buyer required: Yes — Must not have owned a home in the past 3 years.
  • Geographic restrictions: Property must be located within the City of Scranton.
  • Homebuyer education required: Yes

How to Apply for City of Scranton Homebuyer Program

Step 1: Complete homebuyer education through NeighborWorks NEPA and meet with a HUD-Certified Housing Counselor before applying. Contact NeighborWorks NEPA at 570-558-2490 or City of Scranton OECD at 570-348-4216. Funds awarded first-come, first-served.

Federally funded. Applications processed through NeighborWorks Northeastern Pennsylvania at 815 Smith St, Scranton, PA 18504. Also provides up to $5,000 for exterior home repairs through ARPA funding.
