How to Apply for City of Council Bluffs Down Payment Assistance Program
Step 1: Contact Marianne Collins at the City of Council Bluffs Community Development Department at 712-890-5356 or call the department at 712-890-5350. Buyers must secure a mortgage without a co-signer, agree to occupy the home as a primary residence for at least 5 years, and complete homebuyer education through Family Housing Advisory Services.

Funded annually through the city-s CDBG allocation (~$950,000/year). The flagship deployment is the East Manawa Subdivision Phase I partnership with R. Perry Construction, delivering 40 new $175,000 homes with up to $35,000 in DPA each. Standard CDBG DPA amounts may differ outside of the East Manawa project.
