Grants of $10,000 to $20,000; up to $25,000 for veterans, active-duty military, and surviving spouses (Grant)
Subject to a 5-year retention period. FHLB Cincinnati must be notified of any refinancing, sale, foreclosure, or change in ownership during the 5-year period.
Eligibility
- Income limits: Total household income must be at or below 80% of the Mortgage Revenue Bond (MRB) limit for the county.
- First-time buyer required: Yes — First-time homebuyers must complete a homeownership counseling program.
- Geographic restrictions: Must purchase a home in Ohio, Kentucky, or Tennessee (FHLB Cincinnati service area).
- Homebuyer education required: Yes
How to Apply for FHLB Cincinnati Welcome Home Program
Step 1: Apply through an FHLB Cincinnati member bank or credit union. Funds are limited and awarded on a first-come, first-served basis. The 2026 program opened April 6, 2026.

Funding opens annually and is typically exhausted quickly. Grants range from $10,000 to $20,000 for all homebuyers, and up to $25,000 for veterans and active-duty military.
