How to Apply for Housing Development Corporation of Rock Hill First-Time Homebuyer Program
Step 1: Contact the Housing Development Corporation of Rock Hill at (803) 324-1105. Complete the required First-Time Home Buyer Education Course, which covers home purchase counseling, credit repair guidance, and home maintenance information. Classes are offered both virtually and in person. After completing education, apply for up to $5,000 in down payment and closing cost assistance.

HDCRH is a HUD-approved housing counseling agency. Also offers one-on-one counseling for credit issues and barriers to homeownership. Occasionally larger assistance amounts are available depending on program funding cycles. Funded through City of Rock Hill CDBG and HOME funds.
