No-interest forgivable loan secured by a lien. Loan is forgiven after 5 years of owner-occupancy.

Eligibility

  • Income limits: Household income at or below 80% of the Area Median Income (AMI).
  • First-time buyer required: Yes — Must not have owned a home in the last 3 years.
  • Geographic restrictions: Home must be within the City of Houston city limits and must pay taxes to the City of Houston.
  • Homebuyer education required: Yes

How to Apply for City of Houston Homebuyer Assistance Program (HAP)

Step 1: Obtain a homebuyer education certificate from a HUD-approved agency, then call 832.394.6200 to complete an application and determine eligibility.
