Zero-interest second or third mortgage with no monthly payments. Forgivable over a 15-year period, with the principal balance reduced annually.

  • Income limits: Household income at or below 80% of the Area Median Income for Duval County
  • First-time buyer required: Yes — Must not currently own a home.
  • Geographic restrictions: Home must be located within Duval County and meet Section 8 Housing Quality Standards.
  • Homebuyer education required: Yes

How to Apply for Jacksonville Head Start to Homeownership (H2H) Program

Step 1: Contact an approved H2H lender from the City of Jacksonville lender list. Complete an approved homebuyer education course. You must contribute at least $500 toward the transaction. Do not sign a sales contract before being approved.

Funded through federal HOME Investment Partnerships Program. Applicants must not sign a sales contract prior to being approved for the program.
