Eligibility

  • Income limits: 60-80% of Area Median Income (AMI) for Killeen/Temple/Fort Hood area
  • First-time buyer required: Yes — Must not have owned a home in the past 3 years.
  • Geographic restrictions: Home must be within the corporate city limits of Killeen. Must be financed through an approved mortgage lender for a FHA, VA, or conventional loan with a fixed interest rate for not more than 30 years.
  • Homebuyer education required: Yes

How to Apply for City of Killeen Homebuyer Assistance Program

Step 1: Contact the City of Killeen Community Development Division. Complete the in-person Killeen HAP homebuyer education classes. Use a HAP-certified real estate agent and approved lender. Find a home within Killeen city limits. Submit HAP application with required documentation.

Notes

Program is ON HOLD until further notice as of 2025 due to rising home costs, minimum DPA requirements, HUD maximum purchase price limits, and long-term occupancy requirements of HOME Act. Monitor the city website for reopening. Contact: Cinda Hayward at (254) 501-7845.
