About the Pasco County Down Payment Assistance Program

The Pasco County Down Payment Assistance Program lends income-eligible buyers up to $65,000 toward a home in Pasco County, Florida. Pasco County Community Development runs it with state SHIP housing funds. The money is a zero-interest, 30-year second mortgage that is forgiven after 30 years if you keep living in the home. As of October 2026, the County says it is accepting applications from low and very low income households.

To qualify, household income must be below 80% of Area Median Income for the Tampa Bay area. The May 2026 limits are $64,250 for one person, $73,400 for two, $82,600 for three, $91,750 for four, $99,100 for five and $106,450 for six. Very low income buyers at or below 50% AMI ($57,350 for a family of four) get the larger award. You cannot have owned a home in the last 3 years. The home must be in Pasco County and cost no more than $330,000. Single-family homes, condos and townhomes qualify. The rule that catches people is the property screen: mobile and manufactured homes, homes in a special flood hazard or repetitive loss area, and any home with past sinkhole or settlement activity are excluded, even after repairs.

Very low income buyers can receive up to $65,000 and must put in at least $500. Low income buyers can receive up to $50,000 and must put in at least $1,250. Both tiers pay 0% interest and make no monthly payments. The full balance comes due if you sell, rent the home out, lose your homestead exemption or move out. Florida Housing's statewide FL Assist tops out at $10,000 and is never forgiven, so Pasco's loan is far larger for buyers who fit its price cap.

How to Apply for Pasco County Down Payment Assistance Program

Step 1: Check your income and the property rules

Compare your household income with the May 2026 chart on the County's DPA page at pascocountyfl.gov. A family of four must earn under $91,750, or $57,350 or less to reach the $65,000 very low income tier. Confirm you have not owned a home in the past 3 years. Then plan to shop for a single-family home, condo or townhome in Pasco County priced at $330,000 or less.

Step 2: Take the County-sponsored homebuyer class

Every Pasco County homebuyer program requires a County-sponsored class from Suncoast Housing Connections, formerly Tampa Bay Community Development Corporation. Register at suncoasthousingconnections.org or call 727-442-7075. Classes run in all areas of the County and Spanish-language sessions are offered. Seats are first-come, first-served, so a class missing from the website may already be full. Call to confirm before you assume no date is open.

Step 3: Choose a County-approved lender

You must work with a lender that has completed Pasco County Community Development's DPA training. The County posts a lender roster dated July 2026 on its Lenders and Realtors page, with loan officers at banks such as Synovus, Truist and Regions. Your real estate agent should also have finished the County's realtor training and signed its Letter of Understanding. Ask both before you write an offer.

Step 4: Get pre-approved for a first mortgage

Your approved lender reviews your income, credit, debts and savings, then sets your first mortgage amount. The County page does not publish a minimum credit score, so the lender and the first mortgage type set that bar. Bring pay stubs, two years of tax returns, bank statements and ID. Ask the lender to show how a Pasco second mortgage of up to $50,000 or $65,000 fits your file.

Step 5: Find an eligible home and make an offer

Pick a home priced at $330,000 or less that is not a mobile or manufactured home. Rule out properties in a special flood hazard or repetitive loss area and anything with sinkhole or ground settlement history. Budget your required cash: $500 for very low income buyers or $1,250 for low income buyers. The County's rack card notes that appraisals, earnest money and inspections may apply toward it.

Step 6: Close with the County's second mortgage

Your lender submits the DPA request to Pasco County Community Development, 727-834-3447. Funding is first-qualified, first-served while money lasts. At closing, the County records a 0% interest, 30-year second mortgage behind your first loan. You must keep homeowner's insurance and homestead status for the full term. Questions about lender or realtor training go to Brian Jordan at bjordan@pascocountyfl.net.

Real Cost Example

On a $315,000 townhome in Wesley Chapel, an FHA buyer needs 3.5% down, or $11,025. That price fits under Pasco's $330,000 cap, though Wesley Chapel's median home price of about $420,000 means many listings will not. A low income household of four earning under $91,750 could receive up to $50,000 from the County and must contribute at least $1,250 of its own money.

Estimated closing costs in Wesley Chapel run $8,500 to $12,500. Added to the $11,025 down payment, the buyer needs roughly $19,525 to $23,525 at closing. The County's maximum award is large enough to cover that full amount, leaving the buyer's $1,250 minimum contribution as the main out-of-pocket cost. Confirm the final award with your lender before you count on it.

On this $315,000 purchase, the County award alone covers the full $19,525 to $23,525 cash need, so a second program adds little. Florida Housing's FL Assist, up to $10,000 at 0% deferred, matters only where the County award runs short. It requires a Florida Housing first mortgage, is not forgiven, and layering it with a County SHIP loan needs approval from both agencies.

Combining With Other Programs

Pasco County's loan is a SHIP-funded second mortgage, so any added help must come through your first mortgage lender. Florida Housing offers FL Assist, up to $10,000 at 0% deferred on FHA, VA, USDA and conventional loans. It also offers HFA Preferred PLUS and HFA Advantage PLUS, a forgivable 3%, 4% or 5% of the loan on conventional first mortgages. Both require a Florida Housing first mortgage and a 640 credit score.

Florida Housing's homebuyer page does not say whether its assistance can sit alongside a county SHIP loan, and Pasco's page does not address layering either. Treat any combination as unconfirmed until both agencies sign off. Ask Pasco County Community Development at 727-834-3447, and ask Florida Housing at 850-488-4197, before you count on more than one second mortgage at closing.

You can also lower cash to close by asking the seller to pay part of your closing costs, up to the cap your first mortgage type allows. On a $315,000 Wesley Chapel townhome with $8,500 to $12,500 in estimated closing costs, a seller credit can cover a large share. Gift funds from family can cover the rest. The County still requires your own minimum contribution of $500 or $1,250.

Pros and Cons

The biggest advantage is size. Up to $65,000 for very low income buyers and $50,000 for low income buyers dwarfs Florida Housing's $10,000 FL Assist. The loan carries 0% interest, needs no monthly payment and is fully forgiven after 30 years in the home. Buyers only need to bring $500 or $1,250 of their own money. Condos and townhomes qualify, and a SHIP-eligible heir who moves in can assume the loan. The required homebuyer class through Suncoast Housing Connections is offered across the County and in Spanish.

The biggest limitation is the $330,000 price cap in a county where Wesley Chapel's median sits near $420,000, so most buyers will be shopping condos, townhomes and older homes. The 80% AMI ceiling also rules out moderate earners, who no longer have a tier in this program. Selling, renting or moving out before year 30 makes the full balance due. Flood-zone, sinkhole and manufactured homes are excluded. Buyers over the limits should look at Florida Housing's HFA Preferred PLUS or the Florida Hometown Heroes program.
