Eligibility

  • Income limits: At or below 80% of area median income (AMI). Limits vary by county.
  • First-time buyer required: Yes — Must not have owned a home in the past 3 years, or must be purchasing in a targeted area.
  • Geographic restrictions: Not available in counties that receive their own federal HOME allocation, including Philadelphia County. Most homes built prior to 1978 are not eligible.
  • Homebuyer education required: Yes

Step 1: Contact a PHFA-approved participating lender. Must be paired with a PHFA Keystone Home Loan. Apply through your lender.
