Forgivable after 15 years of owner-occupancy. Must repay if you move or refinance before 15 years.

  • Income limits: Must meet income eligibility requirements set by the City of Philadelphia.
  • First-time buyer required: Yes — Must not have owned a home in the past 3 years.
  • Geographic restrictions: Property must be a single-family home or duplex located in Philadelphia. Condominiums are not eligible.
  • Homebuyer education required: Yes

How to Apply for Philly First Home

Step 1: Complete a free City-funded homeownership counseling program before signing an Agreement of Sale. Contact the Philadelphia Housing Development Corporation (PHDC) or a city-funded housing counseling agency. Your lender can also help connect you with the program.
