  • Income limits: Must qualify as low-to-moderate income household (at or below 80% AMI)
  • First-time buyer required: Yes — Must not have owned a home in the past 3 years.
  • Geographic restrictions: Must purchase a home in unincorporated Richland County.
  • Homebuyer education required: Yes

How to Apply for Richland County Homeownership Assistance Program

Step 1: Contact the Richland County Ombudsman Response Center at (803) 929-6000 or ombudsman@richlandcountysc.gov. Complete the Affordable Housing Counseling and Education Program, then apply for the forgivable loan through Richland County Community Development.

Notes

Funded through HUD Community Development Block Grant and HOME funds. Assistance is provided on a first-come, first-served basis. Must not have a contract on a home until after completing program requirements.
