  • Income limits: Must meet PHFA income eligibility requirements.
  • First-time buyer required: Yes — Must be a first-time homebuyer.
  • Geographic restrictions: Must live in Allegheny County and purchase a home in Allegheny County.
  • Homebuyer education required: Yes

Step 1: Contact Catapult Greater Pittsburgh or sign up for the PHFA RNIH interest list. The program is relaunching in 2026 as RNIH Phase II, managed by PHFA.

Excess grant funds can be used to pay down the borrower's student loans. Originally piloted by Catapult Greater Pittsburgh, now managed by PHFA for Phase II.
