Up to 20% of the sales price or appraised value (whichever is lesser) for down payment, buy down, and closing costs (Forgivable Loan)

Eligibility
- Income limits: At or below 80% of Area Median Income as determined by HUD for the City of Shreveport.
- First-time buyer required: Yes — Must not have owned a home or held title to a property for 3 years or longer.
- Geographic restrictions: Must purchase a home in a HAPPI-designated neighborhood within the City of Shreveport. No HUD, VA, repossessed properties or manufactured housing eligible.
- Homebuyer education required: Yes
How to Apply for Shreveport HAPPI Program
Step 1: Complete a free First-Time Homebuyers Class through Catholic Charities of North Louisiana at 318-865-0200. Apply through a HAPPI-approved lender. Contact Shreveport Community Development at (318) 673-5900 for details and approved lender list.
Notes
Catholic Charities of North Louisiana is the official partner for the HAPPI program, providing free HUD-certified homebuyer education classes. Classes consist of four 2-hour sessions covering financial preparedness, credit, financing, and the homebuying process. Properties must be eligible for HUD mortgage insurance and meet minimum property standards.
