Up to $10,000 zero-interest forgivable loan for down payment and closing costs (Forgivable Loan)
Loan is 0% interest and forgivable after five years of continuous owner-occupancy. Prorated repayment required if the home is sold, title transferred, or property is no longer owner-occupied before the five-year term ends.
Eligibility
- Income limits: Low- to moderate-income first-time homebuyers (at or below 80% of the St. Louis MSA Area Median Income as published annually by HUD). Verify current income limits with St. Louis County Office of Community Development.
- First-time buyer required: Yes — Applicant must not have owned a home in the past three years.
- Geographic restrictions: Property must be located in St. Louis County, Missouri (outside City of St. Louis), in a participating HOME Consortium jurisdiction.
- Homebuyer education required: Yes

Step 1: Contact the St. Louis County Office of Community Development at (314) 615-4444 or clamar@stlouiscountymo.gov to confirm current availability and income limits. Complete pre-purchase housing counseling with a HUD-approved agency such as Beyond Housing. Loans are originated by approved not-for-profit housing counseling agencies.

Funded through the St. Louis County HOME Investment Partnerships Program. This is a separate program from the City of Florissant $3,500 DPA; some buyers may be able to combine county and city assistance. Verify current funding availability before applying.
