Population: 51,290 | Median home price: $190,000 | Est. closing costs: $4,000 - $5,500

Skyline of Florissant, MO

Florissant is a mid-sized city in North St. Louis County and one of the most affordable entry points into the St. Louis metro housing market, with a median home price around $190,000. First-time buyers here can combine a $3,500 interest-free forgivable loan from the City of Florissant with a separate St. Louis County 1st HOME Down Payment Loan of up to $10,000, both forgivable after five years of owner-occupancy. Buyers can also enroll in the CAASTLC Individual Development Account program to earn up to $4,000 in matched savings, and layer the Missouri Housing Development Commission First Place or Next Step program for an additional Cash Assistance Loan of up to 4% of the first mortgage. Stacked, these programs can cover well over $15,000 in down payment and closing costs — enough to make a zero- or low-cash-to-close purchase realistic at Florissant's price point.

How to Apply

Step 1:

Check your eligibility. Most Florissant-area programs require first-time homebuyer status (no home ownership in the past three years) and a household income at or below roughly 80% of the St. Louis MSA Area Median Income. Confirm current HUD income limits for your household size.

Step 2:

Complete homebuyer education. Register for a HUD-approved homebuyer education course with Beyond Housing or CAASTLC and complete one-on-one housing counseling to reach Homeownership Ready status. Most programs require this at least 10 days before closing.

Step 3:

Contact the City of Florissant Housing and Community Development Department at (314) 839-7680 or communitydevelopment@florissantmo.com to confirm current availability of the $3,500 Florissant DPA and to be referred to Beyond Housing as the administering agency.

Step 4:

Apply for additional layered assistance. Contact Beyond Housing at their lending department for the City of Florissant DPA and the St. Louis County 1st HOME loan (up to $10,000). Call CAASTLC at (314) 863-0015 to enroll in the IDA matched savings program.

Step 5:

Get pre-approved with a participating lender. For the MHDC First Place or Next Step programs, you must use an MHDC-approved lender. Beyond Housing maintains a list of participating lenders for the city and county DPA programs.

Step 6:

Find a home within Florissant city limits (for the city DPA) or within St. Louis County (for the county HOME loan). Most homes in Florissant qualify by price. Submit your full application package through your lender and Beyond Housing at least 30 days before closing.

Step 7:

Close on your home. The forgivable loans are recorded as second liens; as long as you live in the home as your primary residence for five years, the loans are fully forgiven.
