Zero percent interest forgivable loan structured as a silent second mortgage with $0 monthly payments. Forgiven after meeting owner-occupancy requirements. Repayment required if property is sold, refinanced, or no longer primary residence before forgiveness period ends.

  • Income limits: Must be income eligible per City of Tampa guidelines.
  • First-time buyer required: Yes — Must not have owned a home in the past 3 years.
  • Geographic restrictions: Property must be within City of Tampa limits.
  • Homebuyer education required: Yes

How to Apply for City of Tampa Dare to Own the Dream (DARE) Program

Step 1: Contact City of Tampa Housing and Community Development at 813-274-7954. Must complete HUD-approved homebuyer education course through an approved counseling agency (Housing and Education Alliance, REACH, Solita's House, or Tampa Bay Neighborhood Housing Services).
