Forgiven after 15 years of continuous owner-occupancy. Repaid upon sale, transfer of title, if the borrower no longer occupies the property, or upon mortgage refinancing with additional secured debt.
Eligibility
- Income limits: At or below 80% of Area Median Income (AMI) based on household size
- First-time buyer required: Yes — Must not have owned a home in the past 3 years.
- Geographic restrictions: Property must be a single-family or two-family dwelling, condominium, or townhouse located in the Town of Amherst or Village of Williamsville.
- Homebuyer education required: Yes
How to Apply for Town of Amherst First-Time Homebuyer Program
Step 1: Contact the Town of Amherst Community Development Office at (716) 631-7082 or communitydevelopment@amherst.ny.us. You must complete a HUD-certified Homebuyer Workshop through Belmont Housing Resources for WNY at (716) 884-7791 ext. 131 or the Buffalo Urban League at (716) 250-2400 before applying.

Funding is limited; the 2026 Action Plan allocates funds for approximately 3 households per year. Program availability may vary — contact the Community Development Office to confirm current funding status.
