How much assistance

Up to $75,000 in mortgage buydown assistance plus the $10,000 Philly First Home grant (Grant)

Assistance is applied toward the purchase of a newly constructed home on city-owned land. Terms are set at closing.

Eligibility

  • Income limits: Household income at or below 100% of Area Median Income (AMI). For example, up to $80,300 for a single-person household or $103,250 for a household of three.
  • First-time buyer required: Yes — Must not have owned a home in the past 3 years.
  • Geographic restrictions: Must purchase a newly constructed home built on publicly-owned land in Philadelphia through the Turn the Key program.
  • Homebuyer education required: Yes

How to Apply for Turn the Key

Step 1: Complete PHDC-approved one-on-one homeownership counseling before signing an Agreement of Sale. Visit the Turn the Key website to view available homes and connect with a participating lender. Contact turnthekey@phdc.phila.gov for more information.

Program goal is to build 1,000 new energy-efficient homes on vacant city-owned land.
