  • Income limits: CDBG funds: 80% of area median income. General funds: 100% of area median income.
  • First-time buyer required: Yes — Must not have owned a home in the past 3 years, or be a displaced homemaker or single parent.
  • Geographic restrictions: Property must be a single-family home within the City of Wilmington used as primary residence.
  • Homebuyer education required: Yes

How to Apply for Wilmington First Start Homebuyer Program

Step 1: Submit a completed application through your lender or housing counselor via the Neighborly online application portal. Lenders and counselors should contact firststarthousing@wilmingtonde.gov for login credentials.

Notes

Funded with $300,000 in CDBG funds and $200,000 in general funds. Buyer must contribute at least $1,000 toward closing costs (excluding gifts). Applications accepted online as of May 1, 2024.
