How to Apply

Step 1:

Confirm your eligibility. The Scott County CDA grant requires you to be a first-time homebuyer (no ownership in the past 3 years) purchasing a home in Scott County, and to meet the agency's income requirements.

Step 2:

Contact the Scott County CDA at (952) 395-5123 to schedule a 1-on-1 counseling session and register for a homeownership education course. Counseling must be completed at least 60 days before you put an offer on a home.

Step 3:

Complete the CDA workshop and 1-on-1 counseling. The CDA office is located at 100 5th Avenue E., Shakopee, MN 55379.

Step 4:

Get pre-approved with a Minnesota Housing approved lender. Use the lender directory at mnhousing.gov to layer the Start Up first mortgage with the Deferred Payment Loan or Monthly Payment Loan.

Step 5:

Find a home located in Scott County (Shakopee, Prior Lake, Savage, Jordan, Belle Plaine, etc.) that fits your budget and program requirements.

Step 6:

When you're close to purchasing, ask the Scott County CDA whether you qualify for a grant toward down payment or closing costs. Confirm current 2026 grant amounts directly with the agency.

Step 7:

Submit your final application and complete underwriting. Coordinate timing between your first mortgage closing and the grant funding.

Step 8:

Close on your home and occupy it as your primary residence.
