How to Apply for Baltimore City First-Time Homebuyers Incentive Program

Step 1: Complete a homeownership counseling certificate from a City-approved counseling agency before making an offer. Contribute a minimum $1,000 from your own funds. Contact the Baltimore City Office of Homeownership at (410) 396-3124.

Notes

Amount awarded depends on household income, closing costs, monthly mortgage payment, and home sales price. An additional $5,000 bonus is available for buyers who purchase a home they have rented for at least 6 months or who have a disability.
