Up to $60,000 in high opportunity areas; up to $50,000 in all other areas (Forgivable Loan)
Deferred forgivable second lien loan with no monthly payments required. Forgiveness terms apply based on program guidelines.
Eligibility
- Income limits: Household income at or below 80% of the Area Median Income (AMI). A Targeted Occupations tier (teachers, healthcare workers, first responders) covers incomes from 81% to 120% AMI when funded.
- Purchase price limit: $342,000
- First-time buyer required: Yes — Must be a first-time homebuyer or have not owned a home in the past 3 years.
- Geographic restrictions: Must purchase within the City of Dallas city limits.
- Homebuyer education required: Yes
How to Apply for Dallas Homebuyer Assistance Program (DHAP)
Step 1: Complete an 8-hour HUD-approved homebuyer education course through a DHAP-approved provider such as BCL of Texas. Get pre-approved by a DHAP-approved lender, then submit an application online through the Neighborly Software portal.
Notes
As of February 2026, BCL of Texas was approved as the new program administrator. The program is transitioning and may not be accepting new applications during the transition period. The Targeted Occupations tier (81-120% AMI for teachers, healthcare, first responders) had its funding expended as of late 2025. Purchase price limit is $342,000 for both existing and new construction.
