10% of the loan is forgiven each year over a 10-year period, provided the applicant owns and resides in the home and is not delinquent on any mortgage, tax, or town sewer usage fee payments.

Eligibility

  • Income limits: Must not exceed federal HUD income limits for Hartford County (updated annually)
  • First-time buyer required: Yes — Must not have owned a home in the past 3 years.
  • Geographic restrictions: Must purchase a home in the Town of Enfield.
  • Homebuyer education required: Yes

How to Apply for Enfield First-Time Homebuyer Loan Program

Step 1: Contact the Town of Enfield Office of Economic & Community Development to request an application. Applications are reviewed by the Loan Review Committee, which can take 30-60 days. If approved, funds are reserved for 90 days or until the closing date.

Funded through CDBG. Funds may be used towards up to 50% of the down payment and/or up to 100% of reasonable closing costs. Guidelines revised June 2025.
