Enfield is a town of approximately 41,400 residents in Hartford County, Connecticut, located along the Connecticut-Massachusetts border just north of Hartford. With a median home price around $330,000, Enfield offers more affordable homeownership compared to many Connecticut communities. The Town of Enfield runs its own First-Time Homebuyer Loan Program, providing up to $10,000 in forgivable assistance funded through CDBG. State programs add significantly more support: the CHFA Time To Own offers up to $50,000 in forgivable down payment assistance, the CHFA DAP provides up to $15,000, and the Housing Development Fund offers layerable products including SmartMove (up to 25% of purchase price), Forever Home (up to $28,000), and Live Where You Work (up to $25,000 at 0% interest). By combining Enfield's local program with state assistance, qualified first-time buyers could access well over $50,000 toward their home purchase.

How to Apply
- Step 1:
Check your eligibility. The Enfield First-Time Homebuyer Loan Program requires household income within HUD limits for Hartford County. You must not have owned a home in the past three years.
- Step 2:
Complete homebuyer education. A certificate of participation from an approved homebuyer counseling program is required. Community Renewal Team (CRT) offers HUD-approved pre-purchase education workshops and counseling for Hartford County residents. Contact CRT at 860-761-2381.
- Step 3:
Apply to the Enfield First-Time Homebuyer Loan Program. Contact the Town of Enfield Office of Economic and Community Development to request an application. The Loan Review Committee takes 30-60 days to process applications.
- Step 4:
Get pre-approved with a CHFA-approved lender. To access the CHFA Down Payment Assistance Program and Time To Own, you must work with a participating CHFA lender. Visit the CHFA website or call 1-844-CT1-HOME (1-844-281-4663) for the approved lender list.
- Step 5:
Explore additional HDF programs. Contact the Housing Development Fund at 203-338-8610 to see if you qualify for SmartMove, Forever Home, or Live Where You Work on top of the Enfield and CHFA programs.
- Step 6:
Find a home in Enfield within program limits. The Enfield program requires the home to be located within town boundaries. CHFA programs have purchase price limits that vary by county.
- Step 7:
Close on your home. If approved for the Enfield program, funds are reserved for 90 days or until your closing date. Your lender will coordinate the CHFA first mortgage and any DPA second mortgages simultaneously.
