About the FHLBank Des Moines Home$tart
FHLBank Des Moines Home$tart is a $15,000 down payment and closing cost grant for first-time buyers, paid through member banks and credit unions of the Federal Home Loan Bank of Des Moines. Hawaii purchases get $25,000. The grant is forgiven month by month over a five-year deed restriction. FHLBank Des Moines put $14,000,000 into Home$tart for 2026, released in four quarterly rounds and reserved first come, first served by lenders before closing.
To qualify for Home$tart, household income must be at or below 80% of area median income for the home's location, adjusted for household size, using HUD limits effective May 1, 2026 and counting every current and intended household member. At least one buyer on the mortgage must be a first-time homebuyer, meaning no home owned in the prior three years, with exceptions for displaced homemakers, single parents and a few others. That buyer completes a homebuyer education course before closing. The lender must be a participating FHLBank Des Moines member. The district covers Alaska, Hawaii, Idaho, Iowa, Minnesota, Missouri, Montana, North Dakota, Oregon, South Dakota, Utah, Washington and Wyoming plus three Pacific territories. The bank says Home$tart can be used anywhere a member does business. The rule that surprises buyers is timing: the lender cannot reserve funds until you sign a purchase agreement.
The grant needs an amortizing first mortgage of at least five years, and the price must fit the state housing finance agency limit, $566,354 in most Wyoming and Alaska counties. Sell or refinance within five years and a pro rata share comes back from net proceeds, unless that share is $2,500 or less or the next buyer is low or moderate income. FHLBank Des Moines' NAHI grant, by comparison, pays $25,000 to Native buyers with no first-time rule.

How to Apply for FHLBank Des Moines Home$tart
Step 1: Check income, ownership history and price
Confirm that at least one buyer on the loan has not owned a home in the past three years. Household income must be at or below 80% of the HUD area median for your county, linked from the Income Limits and Purchase Price Limits page at fhlbdm.com. Then check your state's price cap: the Wyoming table sets $566,354 for most counties, $606,442 in Uinta and $1,306,974 in Teton.
Step 2: Find a participating member lender
FHLBank Des Moines does not take applications from buyers. Pick a bank or credit union from its Participating Members list, a PDF linked from fhlbdm.com/products-services/affordable-housing/homestart/, and confirm it is enrolled in Home$tart this year. Each member can reserve no more than $150,000 per program in 2026, ten grants at $15,000, so a small community lender may run out before the general pool does.
Step 3: Finish a homebuyer education course
At least one first-time buyer on the mortgage must complete a financial literacy program covering homeownership and predatory lending before closing. Online, classroom and one-on-one formats count if they meet national industry standards. The grant can repay $250 of counseling cost for sessions under eight hours, or $450 above that, when no other source covered it. Keep the certificate, since the lender must submit it.
Step 4: Sign a contract on an eligible home
Funds cannot be reserved until you have a signed purchase and sale agreement. Eligible homes include single-family houses, condominiums, cooperatives, manufactured homes on permanent foundations titled as real property, and two- to four-unit buildings where you live in one unit. Cash purchases are ineligible, and the first mortgage must amortize over at least five years without exceeding HOEPA high-cost thresholds.
Step 5: Have the lender reserve funds
The lender submits the reservation through FHLBank Des Moines' DP Online system ahead of closing, and the bank strongly encourages approval first. As of November 2, 2026, the October 1 release of $3,000,000 is fully reserved, but funds return to the pool as reservations are withdrawn or expire. The 2026 round closes December 31, 2026, and income is measured as of the reservation date.
Step 6: Close and sign the deed restriction
The lender advances the $15,000 at closing and requests reimbursement from FHLBank Des Moines within 120 days of reservation approval. You sign a five-year deed restriction that forgives the grant pro rata over 60 months. Cash back to you at closing cannot exceed $250. Keep your closing disclosure and receipts for capital improvements, because they reduce any repayment if you sell early.
Real Cost Example
In Casper, the median home price is $260,400, well under Natrona County's $566,354 Home$tart price limit. On a loan that needs 3.5% down, the down payment is $9,114, and the $15,000 Home$tart grant covers it with $5,886 left for closing costs. Nothing is repaid after 60 months in the home, while selling after 36 months would return up to $6,000, the unforgiven 24 months.
Estimated closing costs in Casper run $5,000 to $8,000. After the $5,886 left from the grant, the buyer owes between nothing and $2,114. FHLBank Des Moines caps cash back at $250, so on a $5,000 closing the extra $886 cannot be paid out to the buyer. Any seller credit should be sized to the real shortfall for the same reason.
Natrona County is also one of the 17 counties where Welcome Home Wyoming adds a forgivable second of 3% or 4% of the first mortgage. On a $251,286 loan, 4% is $10,051. Home$tart may layer with other down payment products, so if one lender offers both and U.S. Bank accepts the layering, total help could reach $25,051.
Combining With Other Programs
Home$tart's 2026 overview says the grant can be layered with other down payment products in any recording position. In Wyoming that includes Welcome Home Wyoming's 3% or 4% forgivable second in 17 counties, and in Alaska it includes ACDC's Home Opportunity Program, up to $30,000 at 0% outside Anchorage. FHLBank Des Moines also allows Home$tart alongside down payment assistance from its MPF Xtra 3D product. Each partner program keeps its own approval.
Home$tart cannot be combined with NAHI or any other FHLBank down payment program, or with a competitive Affordable Housing Program award. A HELOC cannot be used with the grant. Members may limit Home$tart to mortgages they originate, so the grant may not follow you to another lender. Reservation questions go to the Community Investment Department at dponline@fhlbdm.com, and the bank's main line is 800-544-3452.
To lower cash to close further, ask the seller for a credit, use gift funds where the first mortgage allows them, and keep receipts for closing costs paid early, which FHLBank Des Moines can reimburse with documentation. Native buyers who owned a home in the last three years can look at NAHI's $25,000 grant, which has no first-time rule.
Pros and Cons
Home$tart's main strength is that it is a true grant: $15,000, or $25,000 in Hawaii, with no interest and no payment, forgiven pro rata over 60 months. FHLBank Des Moines' product guide lists conventional, FHA, VA, USDA, portfolio and HUD 184 first mortgages, and the grant layers with state and local assistance. Condos, manufactured homes and two- to four-unit owner-occupied buildings qualify. Unlike state programs, it reaches anywhere a participating member lends across a 13-state district.
The biggest limitation is supply: the October 2026 release of $3,000,000 was fully reserved, and each member can reserve only $150,000 a year, so a buyer depends on the lender's remaining share. Income is capped at 80% of area median, at least one buyer must be a first-time buyer, and selling within five years repays part of the grant. Funds are reserved only after a signed purchase agreement. Alternatives include NAHI's $25,000 grant, Welcome Home Wyoming's 3% or 4% second, and Alaska's HOP loan.
